Activated or Quiescent

Roughly, if the neurons in a Self-Reinforcing Network are not firing, it's *quiescent*. Receipt of a Brain Event can *activate* the network, preparing it to send its own events to other networks should conditions call for that.

It's likely that a given network is never *completely* quiescent, but it's convenient to have a word that means "whatever the network is doing, it can make no difference to the process I'm explaining.

Similarly, "activation" is not either/or. It's closer to the truth to think of it as being measured on a percentage scale.

It's even *closer* to the truth to realize that the nature of an activation depends on the history of Brain Events that led to it. That is, a network isn't necessarily *about* performing one task, and the nature of its activation will depend on its current task.
